Job Description

You will be the Regulatory Manager for Citco Nederland B.V. (CNE). CNE holds a license from - and is regulated by the Dutch Central Bank (DNB) as a Trust Services provider. As such we are regulated under the Act on the Supervision of Trust Companies 2018 (Wtt18) and the generic Anti-Money Laundering Act. The provisions under the Wtt18 require a robust internal control environment, a three-lines of defense model and periodic regulatory reporting and integrity risk identification process' to take place.

We need someone to make sure we are doing the following things on time, transparent and complete and according to the highest qualitative standard:

  • Identify, assess and manage all regulatory reporting obligations of CNE. This includes the periodic ISI questionnaire and incident reports to DNB as well as any other regulatory information requests;
  • Drive the SIRA (Systematic Integrity Risk Analyses) process. The SIRA requires yearly or event-driven updates and requires input from all across the office. You will make sure everyone is involved and contributes to updating the SIRA and implementing the control measures within the client portfolio;
  • Advise and support the Management Board on the design, updates and implementation of policies pertaining to a variety of subjects but including: Social Impropriety, Tax Integrity, Environmental Social Governance (ESG) and Financial Crime (AML/CFT);
  • Design and update our internal policies, procedures and work instructions to make sure they keep up with changes in legislation or regulatory expectations;
  • Represent CNE or the industry (through Holland Quaestor) in working groups and commissions wherever relevant. This may include conversations with external stakeholders or participating in written consultations by government bodies;
  • Keep track of potential incidents within the business and make sure that they are either reported according to the (regulatory) standards or make sure the arguments for not doing so are properly recorded;
  • Keep track of any legal cases concerning CNE or its clients and make sure any data breaches involving CNE or its staff are handled correctly.
  • Develop a yearly permanent education program for all concerned staff and monitor its progress. Providing training and or arranging for training to employees regarding risk, incidents and relevant developments;
  • Participate in the client onboarding and client review process by providing an expert opinion with regards to the integrity risks involved;
  • Monitor developments in the media that directly or indirectly concern CNE;
  • Assist and further develop oversight of outsourcing arrangements.



You will work with the Management Board, the wider Management Team and the Compliance Team to make sure we are aware of all our obligations and to make sure all departments work together in providing the information we need. You will report directly into the Management Board.

The Successful Applicant

  • Master's degree in a relevant discipline (law, tax, business, etc.);
  • A minimum of 3 to 5 years related work experience in law, accounting, compliance, government, tax, regulatory affairs, KYC/AML or similar;
  • A curious and investigative nature and a strong moral compass;
  • Able to express yourself well in both Dutch and English;
  • Able to handle a lot of freedom on the job and work independently;
  • Pro-active and result driven;
  • Developing good working relationships and build relationships; and
  • You are located in the Netherlands or willing (and able) to relocate.
